Can it convert scanned PDF pages into readable EPUB text?

It does not include OCR. A scanned PDF without an existing text layer can therefore produce little or no useful text.

Will PDF tables and columns retain their original reading order?

Not necessarily. Extracted text order can differ from visual page order. Review columns, tables, and headings in an EPUB reader after conversion.
